Old Water Tank 2 Abandonment | 05.2026-07.2026

LOCATION: POPLAR CIRCLE

UPDATES

4-20-2026

The District has begun removing the old water tank and pump house located on Poplar Circle.
The site has been secured with fencing, and topsoil has been stripped in preparation for demolition. Empire Demolition is currently dismantling the existing metal water tank. The removed metal components are being staged on-site until full truckloads can be transported for recycling.
This tank has been out of service since the new water tank was constructed on Ryan Gulch Road and is no longer needed.
Following removal of the tank, crews will demolish the underground concrete vault and pump infrastructure. Demolition activities are expected to be completed by mid-May.
Residents may notice increased noise and some truck traffic in the area during this time; however, no road closures or detours are anticipated.
Once demolition is complete, Buffalo Mountain Metro District will begin backfilling and restoring the site throughout the summer. There are currently no plans for future development of the site.
For safety, residents are asked to stay clear of the fenced construction area while work is ongoing.

SUMMARY

The district replaced this water storage reservoirs in 2020 to increase the size and pumping capacity of the water tank to help with demand and control of the water system. This project is to remove the old water tank and to restore the site to be utilized for storage or other district needs in the future.

SUMMARY

April 20th, 2026

Dear Residents,

The Buffalo Mountain Metro District will be moving forward with a road and drainage improvement project this summer along Ryan Gulch Road between Upper and Lower Poplar Circle.

This project will replace the existing roadside ditch with a storm sewer system and replace driveway culverts along the corridor. The goal is to remove a deep and potentially hazardous ditch, improve drainage, assist with winter snow plowing operations, and support the continued development of a future bike path.

Construction is anticipated to begin sometime between late-May and early June, depending on weather and final scheduling. Work is expected to take approximately six weeks, with an additional week for bike path paving.

Work hours will generally run from 7:00am to 5:00pm Monday to Friday with the potential to operate between 7:00 AM to 7:00 PM Monday to Saturday if needed, in accordance with local regulations.

During construction, downhill traffic on Ryan Gulch Road will be closed, and a detour will be in place via Poplar Circle. Residents should expect temporary impacts to driveway access, particularly during culvert replacement. Individual driveways may be inaccessible during working hours although we will make every effort to maintain access through alternate means whenever possible. In limited situations, temporary parking on nearby side streets may be necessary.

The pedestrian path and downhill bike lane will be closed for the duration of construction and used for staging as well as limited resident access. On trash collection days, residents will need to move containers to the edge of the work zone, with contractor assistance available as needed.

We also want to emphasize safety during this project. Construction zones can present hazards, and we ask that residents help by ensuring children and pets are kept a safe distance from active work areas.

We recognize that projects like this can disrupt daily routines, and we truly appreciate your understanding. The District and our contractor, CHM Concrete, are committed to minimizing these impacts and completing the work as efficiently as possible while maintaining safety and quality.

Project updates will be shared regularly through the District website as well as other forms of communication for homes being directly impacted.

Thank you for your patience and cooperation. If you have any questions, please feel free to contact me directly.

Sincerely,
Calvin Stewart – Project Manager
Buffalo Mountain Metro District – Streets Department
